The Parliamentary Forum on Small Arms and Light Weapons regularly develops policy material to underpin the capacity building initiatives. Increased knowledge supports and strengthens the policy making role of the Forum members. The tools guide and inspire parliamentarians in their work to introduce new legislation, write op-eds, give speeches or cooperate on specific issues with civil society organisations. Individual members can use the material to delineate and support requests at national and regional level. Policy materials are also used as basis for collective action at regional and international levels and in their over-sight function. Beyond the Forum’s membership, policy materials developed and adopted by the Forum are used by civil society organisations to support advocacy work.
Parliamentary handbooks and publications are important tools for increasing technical competence and knowledge on specific topics related to Small Arms and Light Weapons (SALW). Policy statements express the political view of the Forum and are adopted by the Board. As for Parliamentary Action Plans, they are elaborated in cooperation between parliamentarians attending Forum activities and conclude specific recommendations for further action. Declarations are adopted at regional and international meetings and express the views of those parliamentarians present at the meeting. All of these tools embody the policy shaping role of the Forum.
